Before you rent in Thailand, check which driving documents cover your trip and vehicle. Car hire and motorcycle hire need different checks.
Vehicles and local travel
This subject is about the licence of the person who will drive a rented vehicle in Thailand. The legal right to drive and a rental firm's handover rules are linked. They are not the same thing.
TAT says a person must have a valid driving licence to drive in Thailand. It lists a Thai licence, an IDP valid under accepted international pacts, or a domestic licence from an ASEAN state. TAT also says a person who rents a car or motorbike must show a valid licence or IDP.
A Thailand. go. th page, sourced to DLT, gives more detail. It lists a 1949 Geneva IDP and an ASEAN licence for foreign tourists. It also says a foreign licence used to get a Thai temporary licence must be for the same type of vehicle.
A DLT Foreign Vehicle Permit manual adds one more point. It is for people who bring foreign-registered private vehicles into Thailand. In that setting, it lists ASEAN licences, 1949 Geneva IDPs, and 1968 Vienna IDPs as accepted credentials. The manual is not a rental-car rule. It should be used only for this narrow point.
Roads, licences, and service
The safest static wording is broad. A foreign driver needs a credential that Thailand accepts for the vehicle being driven. For many non-ASEAN visitors, an IDP under a road-traffic pact accepted by Thailand is a normal route. ASEAN domestic licences are also named in official guidance.
Vehicle type matters. A car licence does not prove a right to ride a motorcycle. The DLT-sourced temporary-licence rule says the foreign licence must match the type being sought. TAT also treats car and motorbike rental as separate cases.
A rental firm may add its own rules. It may ask for original papers, a translation, a minimum driver age, a card, or named extra drivers. Those are firm or contract terms. They are not all rules of Thai driving law.
